Why would you allow an ETF to be EXCHANGE TRADED then remove the ability for traders to TRADE THEM ON EXCHANGES?!
Why would you even consider this action. With all of the other investment options on the market Leverage & Inverse funds are the last thing you need to worry about. If you allow options that provide the ability for a person to loss an "unlimited" amount why would you even consider changing Leverages and Inverse funds?

Please oppose restrictions on my right to invest in public investments. I made a small investment in a leveraged investment in 2008. It has now grown to be significant in size and one of my best overall performing picks. I have been investing in individual securities and options since 1994. Please don't limit my opportunities to establish a diversified portfolio.
I believe investors should be able to choose what investments that they want to invest in. I used these investments as a hedge for my portfolio. I do think that the acknowledgement of risk and investment experience should play a role in whether investors can invest in leveraged products, but the approval process should be similar to the process for getting approval to trade stock options. It has come to my attention that Finra is considering implementing regulations that restrict investors right to purchase certain securities, that, in FINRA's opinion we ignorant and unsophisticated retail investors lack the intelligence to fully understand. I oppose any such regulation and would remind Finra that it is the duty of government and its agencies to protect us from each other
