I believe the investor should be made aware and fully accept responsibility for the additional risk of leveraged and inverse ETFs, which is achievable by a succinct attestation before trading. I believe the additional pre-requisites deter investors from these types of investment vehicles and therefore cost them significant growth potential.
Please protect retail investors from unscrupulous firms that market highly risky "complex" investment products to the general public.

Hello, I am incensed you are contemplating making it nearly impossible to purchase leveraged and inverse funds. They definitely have their place and have been used successfully by millions. Please - do not cripple investor's ability to use these funds.
