As a small investor who manages my own portfolio, I strongly oppose the proposed regulations which would encumber or prohibit the use of leveraged and inverse ETFs by small investors. I have found these products to be quite useful in managing my portfolio, and I feel strongly that the existing risk-disclosure requirements are more than sufficient to protect small investors.
Regulating what I choose to invest in is not the choice of the government or it's regulators. I completely understand the risk of the investments I choose to invest in for my continued growth and wealth in the markets. This rule would seriously prevent me from being able to retire. It is bad enough that inflation is so high due to government policies making it a stretch to be able to retire at all.
Low cost leverage ETF can be a critical building block of risk controls for retail investors. Taking away leverage ETF would only limit the ability of retail investors to control their risk.

Please stop restricting the retail investors options even further. This reeks of changing the game because some people are upset the playing field has leveled a bit, which is certainly has not.
