We as Americans has the right in invest in stocks and bonds of our choice, not regulators. Why should we have to pass a test to invest, we can do our own research and decide if it is worth the risk to invest our money. Many of us have been in the market for decades, it is not up to you what bonds or businesses we support.
In my opinion Finra needs to stop loading restrictions those don't make sense. Let traders and me decide rules for public investments unless it's protection of my assets. No test process is needed without my approval stupid. Too much government and it's control is not acceptable while filling their own pockets using corruption.
I have routinely used leveraged and inverse ETF's for years both to enhance returns as well as to hedge my portfolio. To restrict their use to a select few is a huge unnecessary government over-reach. The use of leverage and inverse ETFs do not require any "education" or "test". You should look at retail use of options and futures before you look at ETFs.
I oppose the regulation that requires extra testing before I can invest my own money. It is my money. I understand fully when I signed up to be my own trader. I take full responsibility. I do not appreciate the extra steps you are forcing me to do before I can invest in my future. Are there risks? Of course! However, that is for me to decide.
Public investments should be available to all of the public, not just the privileged. It is very important that I shouldn't have to go through any special process like passing a test before I can invest in public securities. I am capable of understanding investments and their risks. As such, I should be allowed to invest in any securities as it is my right to free choice as a citizen of this
I am of the strong opinion that individual investors should be able to make their own decisions on the vehicle they choose to invest in. It should not be governed by ones net worth, passing of a test or any other qualifications..if so you are limiting the ability to invest in these instruments to the top few you are once again taking away the ability of the small investor to invest/risk their
I have traded these leveraged and inverse funds for many years. They should be available to all not select few. The test is just another unnecessary bureaucratic hurdle for people who can read and understand the risk. These funds are useful in short term trading as an overnight or 2-3 day vehicle that can be used with less leverage than a futures contract. Your consideration appreciated.

It is unacceptable to require an individual to have high net worth in order to invest. That needs to be removed from the bill. I find it appropriate to require education and a literacy test in order to access certain business funding/investment opportunities. However, additional safe guards should be added such as green trading, green business and ethical business practice exams. This is the only
