Truly, the less legislators try to micromanage my private investments and trades the better. Really it is a bit galling and insulting to constitutes that you assume we don't have the knowledge to write covered calls, or puts if needed to protect our investments. Please stop trying to help where it is not needed. Go work on cutting corporate welfare it needs reform.
I feel this is not speculation. Someone is not familiar with a leveraged ETF will not invest. However you do allow bitcoin speculation which has huge daily swings and is not backed up by anything. Also, you allow IPO's which haven't made a profit. That is speculation.
I don't believe that I need more babysitting from the government. If you are so worried about "complex" investment products focus on financial education instead of passing new restriction and adding more regulators.
Please continue to allow individual investors to make their own investment choices, such as investing in inverse and/or leveraged investments.
These types of investments allow us individual investors properly manage risk and handle our market outlook.

As a retired broker and individual investor, I shouldn't need to have the government looking over my shoulder to determine for me what is an appropriate investment. I personally feel that options trading is far more complex and risky than the leveraged and inverse funds which I do have access to. The leveraged and inverse funds are comparably simple enough to understand and I try to utilize it in limitation to offset my other losses periodically. Hence I feel important to have access to these funds.
Public investments should be available to all of the public. I should be able to choose the investments that are right for me and my family. I shouldn't have to go through a special process before being able to invest in leveraged and inverse funds.

Each investor should have the ability to build their portfolio the way they see fit. Each investor should know and understand the risks but still have the ability to choose.
I don't believe open and publicly available stocks, ETFS (including leveraged and inverse products), or other financial instruments should require FINRA to regulate the purchaser of said instruments. The role of FINRA should be to regulating the issuer of the instruments themselves.
