Investors should have access to the full spectrum of risk-reward vehicles and invest where they deem prudent. This is a personal matter and NO government should meddle in it. It is the the role of government to select winners or losers and this smells fishy, since trying to control markets is something that socialist and communist governments do, and which capitalist governments refrain from.
Leveraged and inverse funds have become an important part of my portfolio. And many other people that I know. No one I know has ever use them in appropriately. And ultimately, its our choice if we choose to be more aggressive or less aggressive in these tools. I am opposed to limiting the investments of individuals. I believe it's an investor's right to have access to the entirety of markets without regulatory interference and restrictions.

I trade these funds based on a strategy I have developed with great research and care, and know full well the risks involved. Leveraged index funds provide retail investors access to position-sizing and diversification strategies that would be too onerous for such investors to implement themselves.
Retail Investors, not regulators , should decide what public investments are right for them and their family without discrimination.
Public investments should be available to all of the public,
