Donald Castro Comment On Regulatory Notice 22-08

Another regulatory stretch to solve a problem that does not exist. I should be able to invest wherever I choose, without guidance and interference from overzealous regulators and the entire supporting bureaucracy.

I continue to support federal government leadership on defense and similar urgent national matters. Please stay out of the individual investment world, and allow we the people to pursue life, liberty and the pursuit of happiness.

RE: Proposed regulations on sale and use of leveraged and inverse funds.
Position: Against the regulations.

Use of leveraged and inverse funds (these funds) by our firm is limited to certain customers and certain situations.

For instance, currently there is a market correction occurring. A certain portion and profile of clients benefit rotating in and out of an inverse fund in either Rydex or in Profunds.

I am a retired financial executive with over 30 years of corporate finance and accounting experience. Additionally, I have a Master Degree in International Financial Management. My ability to understand my investing decisions is high. I have used ProShares products as a hedge in protecting some of my equity investments. Especially now, they have been useful tool for managing my portfolio. I believe in life, liberty, and the pursuit of happiness and I believe that your attempt to limit my freedom is an insult against me.
