I don't think regulators should be telling me what public investments I can and cannot invest in. I have done well investing in leveraged funds. They should be readily available to everyone, not just the wealthy and connected people. It is a matter of having a level playing field for everyone and should not be restricted (tests, permissions, etc.) unless those same restrictions are placed on everyone. And certainly no broker who gets paid by the investor should be deciding when and where I get to invest.

I regularly invest in leveraged funds (and less regularly, but not never, in inverse funds), and find it ludicrous that I might have to jump through a bunch of hoops to invest in publicly traded, already approved funds, and unacceptable that there might be periods during which I'm not allowed to invest. They're a small but important part of my overall investment strategy, and I'm quite aware of how they work and their drawbacks.

These are public investments and should be available to the public. If someone is silly enough to invest in the market without the proper knowledge that person will most likely lose their entire investment. With that said, the market is serious stuff. Making profits in the market is only possible if we, the public, can continue to use all the various instruments available in order to make profits. With restrictions in place, it would make it extremely difficult to make profits. If there are folks out there investing without knowledge, they are not going to be IN the market very long.

Investors should be allowed to make their own investment decisions rather than being imposed by over-regulation by the government. I am strongly opposed to any restrictions. In our free market society there are various investment alternatives that do not receive this type of regulation nor should they. All of these investment alternatives as well as Proshares vehicles provide investors investment strategies that help achieve goals.

I have used leveraged investment funds for years. I am fully aware of the risks on the up- and down side. The fund issuers explain and highlight the risks and opportunities in full detail. I think that new Government restrictions on the use of these funds are not needed and justified and should not be imposed on me. Investors must have the nonrestrictive right to decide which investments are timely to be made.Government must allow investors to make these investment decisions also for these investment vehicles.
