Rene Stephens Comment On Regulatory Notice 22-08

I should be able to choose the public investments that are right for my family. Public investments should be available to all of the public, not just the privileged.

I shouldn't have to go through any special process like passing a test before I can invest in public securities, like leveraged and inverse funds. I am more than capable of understanding leveraged and inverse funds and their risks. I do not need these measures imposed by you on me.

These proposed regs are ill advised as they improperly infringe on an investors right to invest as he/she decides. I am perfectly capable of learning about leveraged and inverse investments and deciding for myself if they are an appropriate tool for our family's use.

We currently use both type of investments and have done so successfully for years. Perhaps you should look into what accessories computer owners should be allowed to buy and under what circumstances. lol

Madam/Sir: I have been investing and trading in securities for decades. The 2 and 3 times leveraged ETFs have been one of the most innovative and practical financial tools for my portfolio management. Leveraged ETFs are my main tool to hedge my portfolio volatility without liquidating my stocks and attempting to rebuy them later. No further regulation is necessary. There are countless ways to lose money in the markets. These ETFs have saved me thousands of dollars through hedging. Please leave them alone.
