Hello, In regards to the Regulatory Notice issued by the Financial Industry Regulatory Authority (FINRA) on March 8, 2022, I would like to express my concern as to the potential limits this rule will impose on some investors for buying and selling of the leveraged and inverse funds or other products deemed to be complex in nature. I regularly use these products as a focal point of my trading strategy. They increase the Sharpe ratio of my portfolio and provide me with an acceptable level of return.

This freedom needs to be available to all investors not just the rich which is typical of the left to only help the rich and hurt the middle class. Inverse funds are a good way to protect the lower income investor and his or her rights as well.

I do not support the new regulations.

If FINRA limits access to levered ETFs, they are only hurting the retail investors. Levered ETFs allow investors the ability to achieve better long-run performance for their retirement portfolios. On average, the market return is about 10% since WW2. Levered ETFs allow investors the ability to easily lever these positive expected returns and grow their portfolio without the risk of margin requirements found elsewhere like futures. Obviously there is risk in investing, and the market may decline in some years. Investors should be allowed to decide if they want to have this risk exposure.

I already understand the risks of leveraged investing. I use leveraged funds as a small part of my portfolio (less than 10%). They do not pose a danger to my finances. I oppose any additional regulations put on the public when investing in leveraged funds.

LEVERAGED AND INVERSE FUNDS are important to me since it helps me balance my investment in bear market. I understand what it means to buy such funds.

We do not need more government regulation to invest. Our brokerage firm already qualifies us to invest in any overly risky investment.--all leveraged or inverse funds, for example. The definition of complex products seems very broad and will limit my freedom to choose what I want to invest in. I have 60 years of investing experience and have been able to do well without more regulations from the government. This law would simply limit my freedom of choice and deny me the ability to invest in investments that will help me reach my goals.

Please don't limit my ability to invest in the funds. I am well aware of the risk as well as the benefits of investing in those type of investments. Limiting the ability to invest is deviation from the open market theory and John Adams the "invisible hand" towards a ore intervening by the Government to manipulate the markets and causing a lot of damage than good in the way.

It is important to me to have 3x ETFs and their inverse ETFs. Without them, I can only use option to protect my portfolios which provides even faster time decay of value and often become zero value at expiration. Thanks.

To whom it may concern:
I am writing to express my dismay that FINRA is considering regulations that may stop myself and untold numbers of other individual citizens in this country from being able to choose which public investments are best for ourselves and our families.
I shouldn't have to go through any special proscribed process such as passing a test before investing in public securities. I am thoroughly capable of understanding leveraged and inverse funds and their risks. Such regulations would impose an undue burden on myself and others.
