Victor Thkifati Comment On Regulatory Notice 22-08

I am writing to comment on the proposed changes to leverage and inverse funds. Please be advised that, myself along with many of my friends, family, and colleagues have invested through these vehicles for the last decade that they have been available. Everyone I know reads the prospectus, understands the strategies used to achieve the result, and are familiar with and accept the risks associated. I strongly feel these investment options should be open to the public and are an important part of constructing a portfolio for retail investors.

Dear FINRA regulators,
I'm writing to oppose Notice #22-08. Investors knows best for their investment objectives and therefore they shall choose the public investments that are right for themselves and their families. I as all individual investors am capable of understanding leveraged and inverse funds and their risks, and we do not need any measurements to impose on us. Public investments shall be available to all of the public without any restrictions or screenings, not just the privileged few.

Under FINRAs potential regulations, if your investments are deemed complex you might be required to: Pass a regulator-imposed test of your specialized investment knowledge Demonstrate a high net worth Get special approval from your broker Attest to reading certain materials Go through cooling off periods where you cant invest FINRA Should mind their own business and leave individual investors alone. We individual investors are smarter than you think we are and making individual investors and traders get special training or permissions to trade is wrong and should not be instituted.
