The proposed rule is insane. Having invested in ProShares for many years, I am fully aware of the risks and know how to deal with them. It totally does not make sense to take the privilege away from investors.
Everyone should have equal access to leveraged funds. People are fee to invest in risky real estate or business deals of their choosing. People should also be allowed to invest in risky financial assets and classes of their choosing.
Please do not limit my opportunity to hedge my portfolio. I use inverse products to manage my exposure. I understand the risks.

I am very much opposed to your proposed regulations that would restrict investing in inverse, leveraged and other investment products. Investors should decide what to invest in, not government regulators.
