Leveraged and inverse funds are important to my investment strategy. It is my choice to invest in these types of funds and should not be determined by regulators. Please leave these funds as is.

FINRA Data provides non-commercial use of data, specifically the ability to save data views and create and manage a Bond Watchlist.
For Industry Professionals
Registered representatives can fulfill Continuing Education requirements, view their industry CRD record and perform other compliance tasks.
For Member Firms
Firm compliance professionals can access filings and requests, run reports and submit support tickets.
Leveraged and inverse funds are important to my investment strategy. It is my choice to invest in these types of funds and should not be determined by regulators. Please leave these funds as is.
I, not you regulators, should be able to make my own decision as to what investment vehicles are right for me to own. I do not need or want to go through any special process, like reading material and/or passing tests before I can invest in special public securities, like leverage and inverse funds. Besides, the timing of these leveraged funds can be critical. Then is NOT the time to have to stop and take a test before I can invest. Leveraged and inverse funds are now an important set of tools, to be used to hedge and/or seek enhanced returns.
I oppose restrictions to my right to invest. I not regulators should be able to choose the public investments that are right for you and your family. Public investments should be available to all of the public, not just the privileged. I shouldn't have to go through any special process like passing a test before you can invest in public securities, including cryptocurrency funds such as BITO.
Here's the deal, the claim of attempting to protect retail investors is not what will actually happen with your purported outline. By limiting the scope of exposure to "complex products" and other ETPs you are actually suffocating the ability for retail investors to gain the same access to investment strategies which specifically can facilitate the ability limit risks at the cost of benefits.
I think crypto can be regulated without taking these rather drastic measures.
I oppose any new regulations on leverged or inverse investment instruments. I have been investing in leveraged funds for 8+ years and fully understand their place in my portfolio. These should be open to any investor and not just privileged. There should be no special process or test required or review of my qualifications to allow their use. I am fully capable of understanding the risks and do not need you to protect me from myself.

Free Market means free to invest where one sees fit. Keep your politics and your avarice out of my money matters!
I have the right to invest as I see fit. You should not have the right to restrict leveraged or inverse funds. I strongly request that you do not restrict these securities. Public investments should be available to all of the public, not just the privileged. I use inverse and leveraged funds to hedge and protect my account from losses in bear markets. Don't I have that right to protect my portfolio from bear markets?
RE: comments about Reg. Notice 22-08 Many of my friends prefer using financial professionals, I prefer self-directed platforms. As an individual on a self-directed platform, I've become much more aware and capable of managing the risks for products like leveraged ETFs. My 20+ year experience with these instruments is positive and they do what they advertise. Their beauty is in their simplicity, a 2x or 3x move on an underlying index is quite easy to understand and make corresponding risk calculations.
