Dear Sirs, I have read your proposed regulations related to "complex" investments, and I would like to voice my opinion. I am somewhat surprised that regulators are focused on the investors themselves rather than on the fundamental function of regulating the markets through conditions imposed on funds and traded securities. I would definitely approve and happily participate in any survey your initiate in the pursuit of your regulatory authority for the purpose of assessing investor know-how.

I am writing to comment against passage of proposed rule #S7-24-15. As a retiree the use of inverse and leveraged funds are important vehicles for managing risk to my retirement. They provide diversification that is not available in any other products. I do not need to be protected from using these products. Indeed if these products had not been available to me my retirement portfolio would be much smaller.

I have used leveraged funds in all my accounts both retirement and taxible accounts since they have been available. I use the funds in several ways one as a hedge and the other as part of a longer term strategy and am aware of the risks associated with these types of accounts and how they operate and close out positions each day. I do not want to have to jump through any more hoops to be able to continue to use them and feel the existing warnings etc. currently employed are more than sufficient as is.
