Market manipulation and naked shorting is supposed to be illegal. But of course as we can see it's an everyday practice for hedge funds on a daily basis with a minor slap on the wrist if brought to light. How is it still possible for so much shorting to still be going on ?

I manage a number of family investment portfolios. I am a CPA, Attorney and Computer Scientist. I have been investing in stocks and bonds for approximately 56 years.
I prefer leveraged inverse funds (LIFs) to Stock Options to hedge short-term market volatility.
1. They are liquid
2. I can match a group of equity holdings needed to be hedged.
3. Less risky than Stock
The only way to have any hope of fixing any issue with shorts would be to change trading tech. There should be no reason it is not used on block chain, specifically ledger technology. The settlement of shares in seconds will no longer allow the manipulation and will likely eliminate naked shorting.
There needs to be accurate, timely, and mandatory reporting guidelines around short interest. Accurate and timely would be the important part for the individual investors. The mandatory reporting would be for institutional investing. There are currently too many ways to misrepresent and obfuscate actual short interest information.
