Please leave it to individual investors to make investment decisions for themselves.
What I would suggest is the following: You may require that a prominent warning for LEVERAGED funds like SPXU, TMV, etc. be displayed that they their value decays with time and therefore they are suitable only for short term trades. The current common warning that they are suitable for EXPERIENCED day traders is indirect and insufficient for less-experienced investors.
I strongly oppose restrictions on my right to invest in public leveraged investments.
This is very unfair. Why? I oppose it!!
As a long-term holder of leveraged and inverse investment positions, I would vehemently oppose the removal of these investment vehicles.
These investments broaden my set of choices and exposure without requiring as much capital or the need for options trading.
The removal of options from a publicly traded market place deprives it of diversity. Diversity allows investors to better invest their hard-earned money.
I as an investor am well informed of the risk associated with a leveraged fund but am also aware of the benefits of these as they allow me to have insurance against market swings without having to allot a large portion of my portfolio.
They have a place for a personal investor like me so I do not have to invest a larger portion of my portfolio in riskier option trading or short selling for some protection.
I should be allowed the same tools as any market investor regardless of size.

In America, the Constitution proclaims the c we have inalienable rights, the v right to life, liberty and the pursuit of happiness. More and more regulation limit these freedoms. We work hard for our money and the key word there is "our," Stop the control and strangulation of the American dream which men and women have fought and died for over the past 2 centuries.
'Give me liberty or give me death" resounded with many then and with many today. Please leave us alone and let us live. Let a free capitalist market exist and put an end to crony capitalism.
I believe and stock on an American exchange should be available to buy in any legal account. To do otherwise us unamerican!
