To Whom It May Concern, The proposed regulation, while put forth with genuine intent is not fully appreciating the consequences. Needing to prove knowledge with testing requirements on a relatively basic product is overly cumbersome on an already overwhelmed regulatory body. These investment products afford retail investors an opportunity to participate in a more aggressive strategy to build wealth that would otherwise be unavailable to most.

Please do not limit my ability to invest in public investments just because Im not certified in some special way. These are for the public not just those special few who get to trade pre and post market while the rest of us can only watch. I am intelligent enough to learn then invest. The government need not protect everyone for every conceivable event. Investing is inherently risky and those who enter either know or are quick to learn. Thank you for your consideration.

I am extremely upset with this proposed rule as I want the ability to choose what public investments are right for me and my family, and not some bureaucratic regulator that knows nothing about me or my situation. I should not be forced to go through a bunch of ridiculous hoops and processes to be able to decide how I should invest my money. I am well aware of the risks of leveraged and inverse funds and I do not appreciate you treating me like a freaking moron. Leveraged and inverse funds are something that I only use rarely, but they are very important when I do feel they are needed.

I, as an individual in the American public should be able to have access to public investments and such investments should not be accessible for only a few privileged groups. I should not go through special test before I can invest in public securities, such as leveraged and inverse funds. I am capable of understanding and acknowledging leveraged and inverse funds and their risks. These measures should not be imposed on us, individuals. These leveraged and inverse funds are crucial to my investment strategies, as they help protect my investments, and enhance returns.
