Evan Comment On Regulatory Notice 21-19

I've read many of the comments and overall, I echo the same sentiment. The one thing I haven't read about is the dark pools. When I first heard of it I honestly thought it was fake. It sounded too nefarious to be real. Turns out dark pools are very real and need to be properly monitored if not banned all together. They seem to be a sort of free for all for fraudulent trading. Using AMC as an example, most days 60% of the daily volume is routed through dark pools. That's insane. I also would like to bring into question the self reporting of short shares.

Utterly shocked that hedge funds are allowed to poof money into existence. Where do I sign up to learn how to perform this kind of wizardry? Serious note… we look forward to new regs being enforced… otherwise, all faith is lost in the US financial system, which is easy when we’ve lost faith in our governing bodies, and zero faith in the media.. might I add… big tech can burn with them too. Is there a spine left? Anywhere?

A transparent and accountable market should be the lowest bar. This seems like a minimal step forward, particularly on a higher frequency and timely reporting, expanded information on account level positions, threshold securities, and ownership of synthetic shares. Please do more than consider these enhancements. I had no idea that there was financing available to cover shorts - this seems ethically ambiguous at best.

Every single share should only exist once, we have the technology to do that. But until that happens I want to see a record of all shares, bought and sold, and for what price, at the end of the day. Period. No matter if they happened traded in a dark pool or your your mom's basement using an app to transfer ownership. I WANT TO KNOW THIS INFO, BECAUSE THATS WHAT THE STOCK MARKET IS SUPPOSED TO BE.
