Peter Stekr Comment On Regulatory Notice 22-08

It is my understanding that FINRA is trying to limit peoples ability in invest in leveraged an short leveraged ETF's. Are we being forced to lock in losses on our portfolio? It will be a huge disincentive to invest (raise capital) in American business if investors do not have the ability to be short. Why would anyone be long stocks? The market will go down further with this stupid type of thinking because there will no way to hedge a position and people will not invest long term. Investors do not have the ability to use futures in retirement accounts currently.

Over the past 20 years millions of small investors have chosen to make their own investment decisions, and have invested time and money into EDUCATION. It's very clear that wealth has been consolidated .... to an unprecedented level ... and that trend is just continuing. Are leveraged and inverse ETFs risky investments? Surely they are. But with earnings (EPS) at nearly record levels, near-term volatility is inevitable. Let's keep these investment options open to everyone while focusing on education.

Investors should educate themselves before investing into any product no matter how simple or complex it maybe. Simply because people are unwilling to educate themselves should not mean that the remainder of us should be punished by prohibiting us from dealing with these products. Instead, a warning of some sorts should be provided for products where there is a concern regarding its complexity or riskiness.
