Michael Higgins Comment On Regulatory Notice 22-08

All investments are risky. But everyone should be able to invest their money how they like without having to pass a test or be among the wealthy elite. Let people make up their own minds about whether to invest in leveraged and inverse funds. The option should be available to everyone not just a select few. I have invested in a leveraged fund and it is but one portion of my small portfolio. We'll see if in the long run it turns out to be a mistake, but if it is, it will be my mistake and hopefully I'll learn from it. But again, any investment may turn out to be a mistake.

The annual meeting of FINRA firms will take place on or about Friday, August 19, 2022, to elect one Large Firm Governor and one Small Firm Governor to the FINRA Board of Governors (FINRA Board). I am very concerned that you are considering placing more restrictions on my ability to invest as I see fit. A perfect example is with the bear market we are now in, without inverse ETFs available, I would have no choice but to sit in cash. The deck is already stacked too much against the small investor. I understand the risks of leverage ETFs, but I have used them, and I consider them a useful strategy.

Hello, I am an experienced trader and actively utilize leverage ETF's and I am requesting to allow the public continue to utilize these investment strategies. I have gone through training for stock trading and ETF's.

If you want to educate the public add investing to the US education system for high schoolers. They should be receiving education to manage their money and investments before they begin working.
