Anyone who wants to invest should be able to. High risk investments are already limited at brokerage firms, example if you wanted to invest in certain option contracts brokerage firms will require a specific amount of capital in your account or you have to be eligible to invest using margin. Firms already are doing this to protect their risks so this would be unnecessary. Average investors should also have the same opportunity to increase their wealth, and take on those risks themselves.

This is ridiculous. You let banks come up with ways to increase their monopolies and punish the retail investor? Why, because you can't punish the banks? This is the most anti-capitalist thing I've ever seen in America and it's happening under Biden, not Trump. There is no defense of this greater than the blame shared by unchecked big banks and hedge funds. Truly one of the most misguided attempts at fixing our financial system yet. Why don't you go after Elon Musk's multiple SEC violations that misled investors first?
