I want to preserve the long-standing free public markets where investors and their advisors have the freedom to buy public securities without additional government-imposed limitations on investor choice. For myself I am capable of understanding leveraged/inverse funds and their performance characteristics. I have been using them for over a decade. I don't want a 3rd party evaluating my capability to do so and petentially preventing me from buying them. My money, My choice. Thank you,

To whom it may concern:

The following are my comments on the proposed restrictions on leveraged and inverse ETF funds.

I have been using long/inverse ETF pairs since 2006 to improve my investment/trading portfolio profits.

During the 2008/2009 market crash, I was making record returns using major sector inverse ETFs while my fellow retired Verizon associates were getting crushed by the market. Many of them lost 50 to 60% of their portfolios. My most profitable inverse ETF was DXD during that period, but also used TWM SDS & QID to protect myself.

During the history of US stock market, people with little to no money to invest have been able to invest in the stock market and lift themselves out of poverty. I do believe investors should be educated in plain English about their stock in Bitcoins. I believe that a certain amount of regulation is needed to prevent the problems that unregulated derivatives caused in the housing market. Today Bitcoins are a threat from rogue nations like Iran, North Korea and Russia and need tougher regulations.
