I dont trust anyone to regulate my money
I am a Registered Investment Advisor representative and over the past 17 years have used leveraged ProFunds mutual funds (1.5x to 2x) for select clients. The clients are personally selected as to risk/reward factors in addition to their total investable assets available. These leveraged mutual funds make up no more than roughly 20% of total investable assets available to the individual client. THEY ARE AN IMPORTANT CHOICE OUR CLIENTS AND OUR FIRM WISH TO CONTINUE TO HAVE AVAILABLE.
I should be able to choose the investments that are right for me. I shouldn't have to go through any special process like passing a test before I can invest in public securities, like leveraged and inverse funds. I am capable of understanding leveraged and inverse funds and their risks. Leveraged and inverse funds are important to my investment strategies and are a limited part of my portfolio. Therefore, I do not need these restrictions imposed on me directly or indirectly through my managed accounts.
I, Labros Panos, am fully aware of the risk and charges of Pro Shares short ETS's and ETPs such as the symbol DOG which currently I have in my account. I find it easy and pleasant to pass time and to follow the markets.

HI FINRA regulators, I believe everyone and especially the non privileged public should have the right to invest on anything we want. This proposal of not allowing general public to buy leverage and inverse funds sounds like y'all try to help out the privileged groups to manipulate the market to me. There should be federal government review on this proposal y'all suggesting.
I oppose any limitationswhich affect my right to pick and choose my own investments. Please do not apply these restrictions.
I ask that you leave it to the investors as to what is a questionable investment. This way the investors know what they are playing with and can make a choice based on their research. I can place a bet with all my money or spend it in the lottery but I cant figure out my own investment. Please give us some credit as to think for ourselves. My main focus is on both leveraged and non-levered index ETF's for the DOW, Nasdaq and S&P, both long and inverse. I feel more comfortable investing in the market as a whole as opposed to individual stocks. They also allow me to protect my IRA on downturns as I am not allowed to short individual stocks and would find that far riskier. Please reconsider your proposed changes. Thank You. Risk and reward go together in Free Enterprise. The responsibility to understand risk and then willingness to engage are an individual's prerogative. Those of us who are educated, responsible, and recognize the downside should be allowed to invest in leveraged funds. I am somewhat offended that people who don't understand the risk "cry foul" when they don't get the result they expected, expecting someone to save them from their poor financial management.
