If investments are available on the open market you should be allowed to purchase in your accounts without regulatory interference.
For the Public
FINRA Data provides non-commercial use of data, specifically the ability to save data views and create and manage a Bond Watchlist.
For Industry Professionals
Registered representatives can fulfill Continuing Education requirements, view their industry CRD record and perform other compliance tasks.
For Member Firms
Firm compliance professionals can access filings and requests, run reports and submit support tickets.

Here in USA we believe in freedom, and that it bears responsibility for your choices, including the potential loss of invested principal. While i'm not really concerned about a knowledge test (which i find tho useless, easy to cheat on and just another taxpayer and investor added cost), brokerage approval or certifying reading the materials, as we do believe education is important before making an investment decision, i do oppose limitations that would make these innovative alternative investments unavailable to the general public, retail investor, including me: 1.
Stop interfering in our wonderful free markets.
I, not you are best able to determine what types of investments are best for my wife and I. WHY are you proposing regulations that may limit my ability to structure our investments the way I have successfully done for over 50 years, in part using leveraged and inverse funds? Are you trying to protect investors from themselves, perhaps trying to reduce volitility in the markets, or just have time on your hands to think of something that may "do good" for investors?
I should be able to choose the public investments that are right for me. Public investments should be available to all of the public, not just the privileged.
I shouldn't have to go through any special process like passing a test before you can invest in public securities, like leveraged and inverse funds. I am capable of understanding leveraged and inverse funds and their risks. I do not need these measures imposed on me.
I strongly disagree with this proposed regulation. The current disclosure-based system serves investors very well. Public investments should be available to everyone, not just a select few. This regulation would do more harm than good for individual investors by limiting investment choices. Every individual investor should have the freedom to do their research and select the investments they want, no matter the level of complexity.
I WANT TO KEEP A RIGHT TO BUY LEVERAGE ETF.
I have been investing myself for many, many years. No one has the right to choose who is given the opportunity to make more money than others just because they have more money. All investors should be given equal opportunity. I vote NO for this change.
