Regulators should NOT be able to choose the public investments that are right for me and my family. Public investments should be available to all of the public, not just the privileged. I am very opposed to any scrutiny or special process like passing a test before I can invest in public securities. I am capable of understanding investments I make and their risks. I do not need, and strongly oppose, regulators requiring that these measures be imposed on me.

I have invested in leveraged and inverse ETF products for several years. The ETF providers and the brokerage companies I have used have always provided full easy to understand information on these funds. I am capable of understanding leveraged and inverse funds and their risks. I do not want regulators to impose any measures to prevent me from buying and selling them or to cause me to have to jump through hoops in order to make these trades.

Comments: I am a small, (60K portfolio) non-commercial investor, approaching retirement, and I believe FINRA's attempts to require enhancements to current rules on Leveraged and Inverse ETFs (L&I Funds) unnecessarily limits investor choice. Such ETFs are an essential part of my portfolio. FINRA adoption of a more restrictive stance on non-commercial investors ability to buy these ETFs would damage my ability to secure adequate funds for my retirement. I am well aware of the risks of such ETFs.
