Ruben Rivera Comment On Regulatory Notice 22-08

As a smaller investor (net worth <$1,000,000), I find that there is great value in being able to trade with a leveraged product. By using a leveraged product that does not require me to use personal margin, I can keep myself debt free, use a leveraged product, obtain the benefit of either rising or falling markets, and hedge long or short. I trade and focus on the S&P 500 only. There is a great deal of high quality research and comparisons with the S&P. Each day, the market goes up or down. I generally trade weekly or bi-weekly.

i think the concept of restricting the public's right to invest in leveraged etf's is plain wrong. There is no reason to single out these investment vehicles for restrictions. The stock market is filled with risks, these not being much more than so many others. I have traded in these for years to my success and sometimes loss. But they are a great way to leverage your decisions. They are no more or less risky than options and far less complex.

All investing options should be open to people willing to take the risk. It is amazing the overreach that our government would like to put on it's citizens. But if you are connected or in political power, you can amass a tremendous fortune off of the knowledge and inside information. Do something constructive, put us back on the gold standard and enact term limits on politicians.
