Regulators - Please do not restrict the ability for the average investor, like myself, to invest in "complex" products. "Complex" products is subjective to everyone and would be disadvantageous to the average investor. I would rather make the decision myself and learn from my mistakes than having regulators dictate what is best for me. For example, anyone of age is able to buy "sin" products (e.g., alcohol, tobacco, etc.) but are NOT there restrictions on the "harder" or "more concentrated" products.

I, not regulators, should be able to choose the public investments that are right for you and your family. Public investments should be available to all of the public, not just the privileged. I shouldn't have to go through any special process like passing a test before you can invest in public securities, like leveraged and inverse funds. Explain that you are capable of understanding leveraged and inverse funds and their risks. Leveraged and inverse funds are important to my investment strategies. and if I use them as a limited part of your overall portfolio.

Any changes to existing regulations may result in the closure of some of these leveraged funds which could result in major realized losses with no easy way of reestablishing the position. Additionally any impact to ETPs would likely result in investors having to resort to margin which is vastly more risky (due to margin calls and high interest rates). I strongly oppose any additional regulations that limit access to these funds.

If you limit access to leveraged and inverse securities you should do the same for ARK etfs. They are treacherous. Many common stocks represent more risk the the leveraged etfs. I realize that the etfs don't track exactly at 2X or 3X but they are close enough. Look at a long term chart of SSO or UPRO. They are far more predictable than most common stocks or ETFs. The "Big Boys" just don't want to share a good thing with the rest of us.

Government and industry regulators should have no authority to prevent or restrict individual investors from investing in securities that are perfectly legal, regardless of an investor's personal understanding of such products. Informing investors is a great thing, but regulators have no right to require investors to undergo any kind of prerequisite educating or testing prior to trading.
