The proposed regulations to restrict individual investors' ability to buy leveraged and inverse funds are not acceptable. We do not need anyone to determine which investments we can consider and purchase. We are capable of doing the necessary due diligence and do not need your supervision other than to make sure we receive factual information.
Any investment available to some investors should be available to all investors rather than just a privileged few.
Making us jump through hoops such as taking a test is neither necessary or acceptable.

Inverse funds are important protection for downside risk in my IRA Account. If were not for the instruments I would have had to go cash instead of going delta neutral and still collect blue chip dividends. The result is I had good 1st Q 22 not bad for an average Joe. It pains to think you going thru this exercise again. In 2006 I got scared out my hedges by this same scrutiny and suffered heavy losses in GFC that Occurred after.

Inverse funds allow me to take contrarian positions when I believe the market is behaving in unsustainable manners, not only preventing losses on my positions, but furthering my gains. Preventing household investors like me from choosing these funds limits the ability for me to choose the right strategies that I believe will pay off in the long term. Anyone is capable of reading the risks of these inverse or leveraged funds and should be able to make their own determination on whether this is something they would be willing to take on.

I should be able to choose the public investments that are right for me and my family. Public investments should be available to all of the public, not just the privileged Leveraged and inverse funds are important to my investment strategies. This has made it a lot easier for me to save for my retirement since I did not start saving until I was 40 years old. It has helped me secure a retirement that will help me so I am not broke or living off very little in retirement. If you do the research the leverage shares make it easier to make a good investment that produces a nice profit.

I do not need a regulator to tell me when and how I can invest in leveraged or inverse funds. They are easy products to understand and much less complicated than options. Inverse leveraged ETFs in particular, provide vital hedges against market volatility when one wishes to hold positions in common stocks they believe in, but understand market sentiment is going in a negative direction. This kind of positioning has been vital to my financial health. You are not doing any favors to retail investors by deeming only rich/institutional investors be allowed to invest in these funds.

Forcing Traders to only have an opportunity to make money
when the Market goes up will be like leading the Herd to the
slaughterhouse. It will be seen as usurious, and predatory.

The whole system/edifice is based on Confidence. If that is
Destroyed, the clients will seek other means to execute trades
like that of peer to peer transactions, leaving the brokerage house out of the "exchange" process. Just sayin'.
