I Request FINRA to Please allow everyone to access these products. Many people use these products sensibly by allocating a small portion of their net-worths. It is not fair to allow only certain individuals to access these products, while restricting everyone else. One could buy a stock which could go to zero, is that not an unsafe / complex investment? How do you define complexity? Buying AAPL or AMZN is complex if one is unable to understand the Fundamentals. Boeing was a great company but suddenly now looks like a complex investment after airplane issues.

I understand that a key investment vehicle that I use in management of my portfolio may be restricted by the proposed rules. I hope that I and other individual investors will not be restricted by these changes. Many of the systems and trading rules advantage big investors while small investors are unable to achieve the scale or resources to obtain these benefits.

Please don't restrict our access to such things as ETF, leverage or inverse funds by the application of further restrictions on small investors.

NO more regulation! Investors in the markets need to have any tool available. Currently and in the past I have used in an inverse exchange product to protect my investments....and it is badly needed.
As an investor, I should be free to use what ever tools I may need without regulation of any kind. I should not have to go through any process to invest as I see fit. People who invest without these tools are at a severe disadvantage. If they are unable to understand the the tools, professional advisers are available to all. My broker posts a notice on these tools in detail.

So I have used leveraged and inverse ETFs for approximately 10 years as a way to channel my investing when I believe a certain segment of the market has been oversold/overbought. Further, I may use them to hedge my existing positions. I believe it's my right to choose these investments as I see fit without having to pass some artifical test. After all, the firms that I trade with have their own disclosures to their client base on these types of investments, which I feel is more than sufficient to protect consumers.
