Dear Sir/Madam,
I am writing this message to oppose any regulations that would restrict my right to freely invest. I, as a US citizen, should have the right and ability to choose any public investments that I deemed right for me and my family. These public investments should be available to everyone in the public, not a select few. Please do not deprive the public of opportunities to invest openly and freely. Regulations should make it easier to invest. It should not impose special processes like passing a test in order to invest.

I have been using leveraged ETFs exclusively in my brokerage and retirement investment accounts for the past three years. I have studied them extensively and determined that they are the right choice for me and my family. They are not for everybody. Each investor should due their own research and there's certainly no shortage of information on these investment vehicles. Every investor, regardless of net worth, should be able to make their own investment decisions.

I oppose the proposed rule which restricts my rights to invest in instruments or funds to build various investment strategies. The restrictions only benefit institutions and high net worth who has access to (almost) unlimited investment strategies while we suffer the rising CPI due to the ongoing inflation. This rule will also enhance the investment literacy and knowledge gaps between the rich and the average/poor.

I have the ability to make my own sound investments and do not need regulators to say otherwise. Additionally, I don't need to take a test or read documents to understand the risks I take when making investments in leveraged or inverse funds. These inverse and leveraged investments are an important part of my investment strategy to hedge against market volatility to the downside so that I can seek other ways for returns. Please do not impose additional measures to be able to manage my own investments as this will make it more difficult to make any gainful return on my investments.
