Please leave it up to us individuals to decide which investments we choose. Having the option and ability to choose leveraged ETFs has been immensely helpful to me. For example, during this month of April while stocks / markets have generally been in a noticeable decline, I've been able to protect my portfolio investing in leveraged inverse ETFs that has resulted in my portfolio having a double-digit percent GAIN. I do a lot of research online comparing various investments (stocks, ETFs) and I've proven myself perfectly capable of making investment choices.

I am writing to express serious concern over FINRA Regulatory Notice #22-08 and the prospect of restricting my ability to invest in these leveraged products. I am a retail investor that has done significant diligence on these products. I understand their risks, I understand the concept of volatility decay, and yet as a relatively small time investor I've been able to enjoy significant returns with these products by employing relatively simple strategies. The warnings are out there on these funds and I was concerned before diving in. I did my diligence though.

Comments:Not entirely sure what motivation is being sold here, but it's quite obvious to me this will lead to further exploitation of the portion of the investing population without the means to clear the substantial hurdles being erected.

Without equal access to hedging and investing tools available to others, one can expect illicit shortcuts, scams, crypto, NFTs and illegal investment vehicles will be sold and purchased.

Please consider the agenda behind this initiative. It certainly isn't to protect those on the lower end of the means scale.
