I should be able to be able to short stocks just like the professionals. They would not like to be restricted either! It is an unfair playing field when you have to play by different rules than other investors. It's called cheating! I should be able to not have restrictions on my IRA either and should be allowed to short stocks like other investors and now you want to take away the only avenue that an IRA investor has to short the market by removing short leveraged ETFs. Well then lift the restrictions on shorting stocks in an IRA and then we wouldn't' need short ETFs.

As an individual investor, I should be able to choose public investments that are right for me. I shouldn't need to seek regulator's permission for investment choices that are only for the privileged. I shouldn't have to go through any special process (cooling off periods, passing a test, etc) to be able to invest in public investments. Leveraged and inverse funds a among many investments strategies that should be made available to individual investors.

What good purpose is achieved by such restrictions? An important negative of such restriction will be reduced volume and open interest in such investments, making them even risker for those still permitted to invest. Expert investment knowledge and skill does not insure successful investment. The market itself is the best instructor for all investors. Let the best teacher instruct.

I'm not sure where you are getting this idea from. But whether it's from rich Hedge Fund operators who don't want people to be able to manage their own strategies without high fees; or from politicians who just want to control everything; or from people who lost money doing something they had no business being involved with (i.e. stupidity). It doesn't matter, this is a terrible idea. You sit there and let Cryptocurrency-crooks run rampant, stripping the gullible of any chance, and instead of stopping them you are doing this.
