Having used leveraged long & short funds for several years I can honestly say that they have helped me make small capital gains while hedging against market volatility. During a recent Nasdaq sell off, losses in long stocks were compensated by the shares of SQQQ that I own. WTI oil has been volatile lately. Scaling out of UCO's as oil rises & simultaneously scaling into SCO's, and making inverse sales & purchases when oil drops has allowed me to safely trade somewhat balanced positions. I'm not wealthy, but I do know what I'm doing with leveraged etf's.

While I am an accredited investor, investing in this investment through an investment advisor that manages funds for investors and the percent invested is limited to say 15% of the invested funds is satisfactory to keep this investment available to investors.

Let me make my own decisions. Personally I'm not risking large sums. I should not have to through any extra steps to be able to take on additional risks. Put an extra warning label on it maybe? But otherwise, don't stand in my way.

As sn investor I should have the unfettered right to invest in any or all stocks, ETFS, etc. that I deem appropriate based on my own research and investment goal. NO BOG BROTHER oversight!

I'm have been investing over 7 years. The knowledge of Nasdaq stocks, Dow stocks, and other stocks. My years of experience in trading make me qualified to invest "high" leverage and "high" risk index of stocks. The Proshares service offer this great opportunity to investors to gain profits during volatile times in trading session of the market. I accept and understand the Risk. Please allow the Proshares service of "Leveraged and Inverse" Funds to allow all investors to participate.

All of my investing strategy involves leveraged and inverse funds. Limiting or eliminating my access to these funds would seriously handicap my ability to invest successfully. Please reconsider.

Raising additional barriers to entry different types of investments runs a serious risk of exacerbating economic inequality. Public knowledge of investing topics has increased dramatically over the last few years as access to the market has improved for general public. There will always be those who choose riskier investments and there will always be those who choose safer investments, but it should be left to the public to inform themselves and make their own investment decisions.

The ability to use leverage and inverse ETF is a valuable tool to allow individuals to accumulate enough money to be able to live a comfortable lifestyle in their retirement years.

I fully support this regulation. As a senior, I have seen other seniors making totally inappropriate investments in complex high risk instruments. There is no reason that an investor should not be fully vetted before making these choices.
