I believe in the public's ability to research and invest and not be hindered by yet more regulation and restrictions. The individual is slowly being pushed out of the ability to make investment decisions. Many financial advisors are mandated to create a client risk profile and that results in the individual having very little room to make adjustments. Allowing ever-larger advisor groups to grow to enormous size creates an unprecedented "group think" investment style that has created risks and to then deprive the individual of potential ways to offset this, is criminal.

I oppose any and all restrictions on my right to invest in public investments including, but not limited to, leveraged and inverse funds. Theses types of investments are extremely beneficial in protecting other traditional investment during times of uncertainty and increased volatility. Investors need access to all types of investments without restrictions.

I am shocked to hear that the regulators are considering restrictions to leveraged funds. Leveraged funds are significantly safer compared to option trades and outright shorting. For example, I use TQQQ to go long and SQQQ to go short NASDAQ, instead of outright shorting NDX. Imagine amount of capital required by small investor who wants to short NDX - or QQQ for that matter - there is no better option than buying SQQQ that is priced significantly lower. Please don't take away good investment vehicles for small investors.

I use SQQQ and TQQQ to hedge my portfolio that is otherwise restricted from outright buying Puts and Calls. Please DO NOT limit my ability to use leveraged ETFs to do just that. Ive been investing for over three decades and dont want anything that limits my options!

In order for markets to perform in an efficient manner, there must be opportunities for investors to take long and short positions. In as much as leveraged investment vehicles exist for long positions, there much likewise be leveraged short positions available for investors. Leveraged investments provide the opportunity for investors to enhance their returns and need to be available to all investors.

I believe that people should have the right to make mistakes, no matter how stupid. I don't believe any government should interfere with that right, absent fraud. As long as the information is readily available to make informed investment decisions, it's the individual's right to make decisions. People who buy these products are typically more sophisticated than those buying lottery tickets. The Lottery is more heinous than buying complex investment products because it is so regressive and hurts the most vulnerable.

I should be able to choose the public investments that are right for me and my family. Public investments should be available to all of the public, not just the privileged. I shouldn't have to go through any special process like passing a test before you can invest in public securities, like leveraged and inverse funds. I am capable of understanding leveraged and inverse funds and their risks. I do not need these measures imposed on me. Leveraged and inverse funds are important to my investment strategies.

I am a retired invidual small investor. Please do not impose restrictions on an individuals ability to purchase and sell inverse and leveraged funds. These funds can play an important part of an investment portfolio and are an important tool to utilize for hedging investments during times of market uncertainty.
