Paul Lai Comment On Regulatory Notice 22-08

I have just learned from my brokers communication that FINRA is seeking public comments on restricting investors from buying a broad range of public securities designated as "complex products". I am an investor to handle my retirement accounts. It is very important for me to use as many tools as possible to protect my investments including inverse funds instruments for and during a down market. I fully aware of the risks involved if those tools are not used wisely. However, it is my right to pick a investment tool and not the regulators to decide for me and my family.

I don't need regulators, or anyone else to make my decision on pubic investments or any other investments. I know what best for myself and the ability to pubic investments and others should be made available to the whole public not to just the elites. I of having any restrictions or any special processes to invest in public securities or any other investments. I'm capable of understanding the investments and their risk.

I am an investor with over 25 years of investment experience. I should be able to buy/ trade any public investment that is available in the market place that fits my objectives. Institutions already have a lot of advanced capabilities thats not available to individuals like me. Leveraged and inverse ETFs are an effective way of hedging and reduce capital risk. I know the risk and benefits of these instruments.

Please dont take away the ability to trade in these instruments.

I oppose restrictions to my right to invest. My money is my money. I should be able to choose whether to invest it or not. If I choose to invest it, I should be able to invest it in whatever way I see fit. A politician should not have any say in how I invest MY money!

I am very capable of doing my own research and take every investment into thorough consideration before investing. I should not have to take a test to invest in public securities.
It does not always work out well for those with degrees in investing.
