While I understand that this RFC is for members to provide feedback, I would like to provide some general comments as an individual investor who makes extensive use of geared ETFs. Accordingly, most of my comments are "geared" towards them (sorry, had to!). For your consideration:

This is unfair rules the regulars are trying to enforce. What would their reason for this, they dont have the right to block consumer to buy and sale.

I use inverse funds as a hedge. If that fundamental investing technique is removed from my options for the management of my portfolio, the possibility of catastrophic loss increases. Regulators don't know my investment tools needs, and have no right to tell me. or other retail investors what they need to manage their own portfolios. So basically, keep your hands of of my stuff, I need to have my tools to manage my investments!

I strongly oppose limitation on my labiality to trade the fund.

I, not the government, should be able to choose the public investments that are right for you and your family. Public investments should be available to all of the public, not just the privileged.
Leveraged and inverse funds are important for my investment strategy. They help me hedge my investments we well as earning enhanced returns.

I manage over $90 million in client assets. A major part of our risk management strategy is to buy up to 35% in inverse funds on the rare occasions the technicals are very bad. This only happens once every few years. We use a 10% stop, so our clients have a 3.5% risk (10% of 35%) to make gains/hedge when the markets make major corrections. This is explained to our clients initially, and at every portfolio review meeting. Taking away this ability would expose my clients to greater risk, not less.

Any increase in regulations equates to an equal loss in personal freedoms.

Investors should continue to have the freedom to choose their investment strategies - not regulators.

I will be Very upset if Im not allowed to Invest in inverse Efts!! Especially with the market going down. This is for all the people, not just those that already have money weather they inherited it or earned it. I will fight you on this.

I am an American and have the right to freedom of speech and my own choices. I don't want to lose my freedom. My father fought in world war 2 to help keep freedom in the United States of America along with others and many who have lost their lives for freedom NO ONE HAS THE RIGHT TO TAKE THAT AWAY!!!

We understand the risks of 3x / 2x leveraged instruments and the cost involved in it. This is relatively safer and smaller than the actual Options and Futures which are time bound and involved in margin. If at all these instruments are restricted - it can be restricted from margin but with CASH trades - this must be open for every investor/trader to try to catch up on their retirements/savings
