William Turnbull Comment On Regulatory Notice 22-08

Please do not restrict or remove weighted ETF's. I use this weighted ETF (LABU) when market sentiment has become extremely negative. It is a good hedge to recover losses in my core holdings. I feel it is better than a stock option because there is no time limit and there is diversification in the ETF. All I need is patience with the weighted etf. Please do not take this tool away from me in managing my portfolio.

I have owned ProShares for many years. I added it to my retirement fund after it had been doing well in my mothers retirement fund where that holding was helpful for my mom's needs.
I find a ProShares holding (SSO) to still be good in my asset allocation.

There is no way that I have even considered any allocation in crypto funds, an area that does need research, appropriate oversight.

Investors like myself do not need the regulatory eye of FINRA to oversee and dictate what securities people can buy and sell. I oppose all restrictions on the rights and freedom to invest funds in any way people want, including leveraged and inverse funds.

FINRAs definition of complex products is broad, arbitrary, vague, and unworkable. It would be an unacceptable infringement on investors and an overreach of your powers. Notice #22-08 is highly unacceptable. There should be no such restrictions on anyone's right to public investments.

Dear Sir/Madam, As an investor, I want to be able to choose the public investments that are right for me and my family. Public investments should be available to all of the public not just the privileged. If I cannot trade those funds (e.g. TQQQ, SQQQ, etc) as needed, I probably have to take on a lot of loss and make huge changes to my investment strategies which also impact significantly on my family's financial future. A free and fair public market is critical to the economic and social survival of our country. In the United States, all Americans are free to choose which investments we wish to take part in. Independence and self reliance are the foundational principles of which makes America the greatest country on Earth. Leveraged equities are an incredibly powerful tool which even casual retail investors can use to protect their long term investments. I and the majority of retail investors understand the risks inherent to investing and refuse to allow draconian regulation of a public market.
