David Brown Comment On Regulatory Notice 22-08

I understand that restrictions on leveraged funds are being considered. I have been investing in leveraged and inverse leveraged funds for many years and find them a useful way to hedge and occasionally enhance returns. I always read the prospectuses and think that since they are not marginable or nearly not marginable then they present minimal risk. They are a useful tool and less onerous than investing in a basket of options, I am knowledgeable and would resent any kind of restriction on these types of investments.

Hello, I would encourage all involved to restrict regulation on these types of investments by stopping access. Use other tools. I've invested for 25yrs on my own and made money. I have also lost. I learned the most by losing and this experience motivates me to do research. Impose educational notices and let AI bots do the work. I will be able to secure financial options for charities and other do to my investments over these decades.

We should not make it harder for people to invest there own money. I do agree in that investor should be able to be given a notice, that what they are about to invest is very risky and should take it in to account that they might lose all or part of their investment. I do hope that whatever the decision is put forward that it would benefit the whole investing community as a whole. I've been trading and investing for nearly ten years. This is not the first time I've seen proposed restrictions to leverage ETF trading. I'm disappointed to see this coming up again. The last time it appeared was around the same time the crypto market was starting. Given the size, mess, and potential for fraud and chaos that crypto is presenting I find it infuriating that FINRA is spending its time trying to remove access to trading leveraged ETF's.
