This would be a catastrophic move for investors who are deeply invested at this point in time. What would be better is a clearer disclosure with a clear example of what can happen to leveraged ETF's along with an acknowledgment of understanding. For Example: 1) Leveraged EFT's can lose value at a rate greater than the loss of the market. (Please sign and date that you understand) Ex: 2) The triple leveraged ETF "TNA" can and often will lose value at 3-4 times the broader market. Ex: If the SP 500 only drops 5%, it is possible that the TNA ETF can drop 15% - 20%.

As an adult, I don't need protection from "myself". I have my own ideas of how and where to invest my "earnings". Rhetorically speaking, do you regulate casinos, lotteries or any other gambling activities where millions of dollars are spent foolishly by people who actually think they are investing in a payout? Conversely, do you make suggestions of where people "should" invest their earnings? Who do you intend on proctoring this "test" that you propose and what makes you think they have any more knowledge than I do with investments?

I shouldn't have to go through any special process like passing a test before I can invest in public securities,
including cryptocurrency funds such as BITO.
I ma capable of understanding cryptocurrency funds such
as BITO and their risks. Let me decide on my investments and what is right for me and my family. Public investments should be available to all of the public, not just the privileged.

As an educated active investor, I think I have the right to make my own decisions to invest in leveraged ETF.

Why would FINRA only let big investors or institutional investors to invest in ETF?

The only way an educated macro investor can navigate both frothy or
turmoil ridden markets is via leveraged ETF.

It would be patently unfair to deny small investors the ability to play with the big guys and beat them at their own game.

Strongly urge to not deny this avenue to retail investors
