Executive Vice President and Chief Technology Engineering Officer
Dalia Powers has more than 25 years of experience leading enterprise-scale engineering, digital, data, AI, cybersecurity, and technology organizations across healthcare, financial services, insurance, and technology sectors. Throughout her career, she has built a reputation for transforming complex organizations, modernizing technology platforms, and delivering measurable business outcomes while operating in highly regulated environments. She currently serves as Executive Vice President and Chief Technology Engineering Officer at FINRA, where she leads the organization's engineering and technology strategy.
Prior to joining FINRA, Dalia served as Senior Vice President and Chief Information Officer for Enterprise Growth, Digital, Data & Analytics at Humana, where she led a technology organization of approximately 2,200 professionals supporting digital, data, AI, sales, and marketing platforms. In that role, she launched Humana's enterprise AI platform, modernized its cloud-native data foundation, transformed digital customer experiences, and helped accelerate growth through technology-driven innovation. Earlier in her career, she served as CIO of Enterprise Technology Solutions at USAA and CIO/CTO of Capital One's Auto Finance business, leading large-scale modernization, cybersecurity, data, and technology transformation initiatives. Across these roles, Dalia has consistently demonstrated an ability to combine technological innovation, disciplined risk management, and talent development to drive sustainable business results.
