Patrick Geraghty is Senior Vice President, Market Compliance and Customer Order Handling Surveillance, Market Oversight. In this role, Mr. Geraghty provides operational management of surveillance patterns, including best execution, markups, CAT reporting, trade reporting, compliance with Reg NMS and Reg SHO and various FINRA conduct rules across equities, options and fixed income securities.
Prior to this position, Mr. Geraghty was Senior Vice President, Fixed Income Regulation and Equity Best Execution, in Market Regulation and Transparency Services. He oversaw the fixed income regulatory teams, which conducted customer order handling, market abuse and data-integrity surveillance for TRACE-eligible and municipal securities. He was also responsible for the best execution regulatory teams, which conducted best execution and trading ahead surveillance in equity securities.
Mr. Geraghty joined FINRA, then NASD, in 1995, handling backing away complaints, trade reporting questions and locked crossed market issues in the real-time surveillance area. Mr. Geraghty later managed the Trading Practices and Customer Issues sections, which conducted surveillance for best execution and limit order protection, along with providing secondary offering surveillance under Regulation M. He assumed oversight of the fixed income surveillance program in 2005 and led the team through multiple expansions of TRACE to include agency debentures, asset-backed securities, mortgage-backed securities and U.S. Treasury securities.
